Or just make a rule in league games you host.  You must have a unit in your cap at all times.  I would say scouts count as units, workers do not.

lol I wonder if Penny can code this into the GM Mod:  each player gets one 0-move warrior in their capital (coded to the palace or sth).

so people die to chariots 5 turns later?

people REALLY trying not to die just wont die easyly - def bonuses and espacially archers are so strong in civ4 that there is no way u just die like that - but as said if u dont care if u die or not nothing ll stop u die
